Three Data Center House Committee Hearings Held in April

In April, a House committee was briefed on how data centers in Illinois contribute to energy demand in a series of three hearings. Data centers have created a massive spike in electricity usage that Illinois is not yet equipped to handle, prompting an effort to gather information about what safeguards could be put in place to protect citizens from rising utility costs and natural resources from overuse. The always-on nature of servers, their massive cooling requirements and redundant power supplies contribute to their energy intensity, with the explosion of AI driving much of the demand. AI requests involve more data analysis than normal internet searches or even cryptocurrency mining.

“We need to center our conversations on data centers around community impact,” said State Rep. Ann Williams, D-Chicago. “Noise, air quality, water and energy usage are significant concerns for local residents.” These hearings were conducted on April 5th, April 15th, and April 22nd. Because nationwide demand for AI capacity has resulted in the rapid expansion of data centers, utilities have received a surge of interconnection requests. In 2025, these requests amounted to more gigawatts than the entire United States consumed in 2023. Utility companies are largely passing on these costs to the consumer, resulting in increased monthly utility bills across the country.
